Cancún and Tulum are under the watchful eye of Mexico’s National Guard this summer, as authorities ramp up operations to protect tourists and locals during the peak holiday season.
In a recent government briefing known as La Mañanera del Pueblo, Commander Hernán Cortés confirmed that both destinations are among the most heavily patrolled areas in the country. Speaking alongside President Claudia Sheinbaum, Cortés outlined a comprehensive security strategy centered on airports, bus terminals, and coastal areas in the state of Quintana Roo.
But the mission doesn’t stop at the shoreline.
The National Strategy: Tourist Safety and Highway Security
While Cancún and Tulum may be the headline names, the broader initiative covers much more. In parallel to beachside patrols, the National Guard has rolled out Plan Cero Robos (Zero Robbery Plan) along some of Mexico’s most high-risk highways. This includes the México–Querétaro, México–Puebla, and Culiacán–Mazatlán corridors, routes that account for nearly 30 percent of the country’s highway thefts.
The approach isn’t just visible presence. It’s a data-driven operation that analyzes everything from traffic patterns and infrastructure vulnerabilities to criminal activity and irregular access points. The goal is simple: to concentrate resources where they matter most.
Highway Operations: México–Puebla in the Spotlight
One of the most detailed deployments is along the México–Puebla highway. Here, 302 National Guard personnel are supported by 131 vehicles, three helicopters, and a fleet of drones. That includes two fixed-wing surveillance models, 22 tactical drones, and 10 high-tech towers designed to detect stolen vehicles in real time.
But the real backbone of the operation is intelligence. Five specialized units are focused solely on identifying and tracking members of organized crime. It’s a level of coordination more often associated with military campaigns than highway patrols.

Back in Cancún and Tulum, the focus shifts to proactive deterrence. The presence of National Guard personnel at airports, beach zones, and public transportation hubs is designed to provide both safety and visibility. These aren’t just patrols; they’re public signals meant to reassure tourists and residents alike.
According to authorities, the reinforcement forms part of a national effort to ensure that vacation destinations remain safe and welcoming, even during periods of high traffic.
